在过去的两个周里，我近乎过着人间地狱般的生活。我不得不搬出去，因为实在是没有办法忍受了。房东是位37岁的印度女人，在我搬进去之前，房东许诺说她是天底下最安静的人，然而我搬进去以后，她天天带男人回家，通宵达旦，并且吸食大麻。当我和她谈这个问题的时候，她则恶狠狠的说，我是37岁的单身女人，我不可能因为你改变我的生活方式。她已吸食大麻16年了，所以她的神经状况也不是很好，喜怒无常。每当我和她谈及一些问题的时候，她立刻变脸，冲我大喊大叫。我的身心俱疲。

还有令人发指的是，她暂停我的洗衣机，把她脏内裤扔进去和我的衣服一起洗。趁我不在的时候随便进出我房间检查东西。每天见到我就说我这儿也不好哪儿也不好。

我搬走的那天，我让她检查我的房间，问她满不满意，她说很满意和我搬进来一样。说会把200镑押金还给我，接着她打了个电话，改口说还我100镑，然后我走后，她发了一条短信给我，说不会退我押金，因为我没给她1个月的notice 然后我把她的房间弄得很脏，说我是个big liar，说没妈养大的。还威胁我说会到我新住的地方找我，聊聊这件事。

说实话，经历了这两个周，我身心俱疲，昨天晚上突然半夜醒来，然后意识到我不在那里住了，又慢慢的睡过去了。牙齿肿的痛的没办法吃东西，嗓子也发炎了。

有类似经历的同志们可不可以给我出出点子，看我怎么处理这件事情。

有人建议给council写信，这是我的草稿，大家给点儿意见哈！

Dear Sir/Madam,
I do not know whether you could do anything about it, but I concern that something worse might happen on somebody else in the future and I would be very regret if I did not report it today. I do not want anybody else to suffer the same situation as I did, helpless, scared and could not work or sleep for two weeks; that is why I am writing this letter to you.
I rent a room on ** Sheffield Street, from a lady called A****** W and it was a nightmare during two weeks with her. I had to move out last Saturday because she is a heavy smoker and not only cigarettes but also Cannabis (I wasn’t informed before I moved in and when I found it out, she told me she had been smoking that weed for 16 years, I would advise the drug has obvious effects on her basing on her performance). In addition, I could not sleep well because she brought different people back nearly every night and when I spoke to her about the noise, she said ‘I am a single woman, I can’t change my lifestyle because of you’, while before I moved in, she promised she would be the quietest person in the world. This is just one example showing she is a very inconsistent person and would totally change into another person in any minute
Moreover, she went into my room without my permission, stopped my washings and put her pants into my washings and she shouted at me ‘it is my house, you have to adjust to me’ every time I wanted to speak to her. Honestly, even now, I still could not sleep well. I woke up in the middle of the night with scares and then fell sleep again when I realized I wasn’t there anymore. She promised to give my deposit back on the day I moved out; then she changed her mind and sent me several messages, saying I was a big liar, I made her house dirty and I needed find somebody mother me etc. and ‘it is my problem that I could not live in the house’. She did not put the deposit to the deposit scheme but into her own pocket. During staying in her property, every time I requested a contract, she always gave a lot of excuses and at the end she just gave me a simple receipt of deposit and rent. I did not ask for contract at the end since I made my mind to move out.
I do not expect to get my deposit back or anything you could do for my case; what I ask for is doing something in case more victims. Based on my experience and her performance, I think she can be dangerous in some situation. She mentioned something about her housing and council tax benefit, I would advise all the money would go to drugs. Please feel free to contact me if you have any enquiries about my letter.

我报警了，但警察说不涉及犯罪，所以他们没办法介入。吃哑巴亏了，但又不想就这么算了！

这种房东行为太恶劣了！告她！但你一定要保留好证据，证明你说的话，英国这地方处处都要讲证据，你最好有她欺负你的每件事的证据，录音或者照片或是其他目击者之类

这种事找警察没用，他们不管的

建议你可以参考下面说的
If you live in rented accommodation, you will have a tenancy agreement. This explains all the conditions of your tenancy. It will probably include information on what to do if you have problems with your housing. Occasionally, there may be problems with your neighbours. If you do have problems with your neighbours, they can usually be solved by speaking to them first. If you cannot solve the problem, speak to your landlord, local authority or housing association. Keep a record of the problems in case you have to show exactly what the problems are and when they started. Neighbours who cause a very serious nuisance may be taken to court and can be evicted from their home.

There are several mediation organisations which help neighbours to solve their disputes without having to go to court. Mediators talk to both sides and try to find a solution acceptable to both. You can get details of mediation organisations from the local authority, Citizens Advice, and Mediation UK on 0117 904 6661 or visit: www.mediationuk.co.uk .

可以考虑下几个选项：

(1) 如果你是莱大的话，先联系学校的 Student Welfare Service，你到这book appointment http://www2.le.ac.uk/offices/ssds/welfare/about-us/contact-us，约个时间跟里面的老师谈一下，他们会告诉你怎么处理，或者直接帮你打电话协调。莱大其实有free legal advice专门提供租房法律问题上的咨询 http://www2.le.ac.uk/offices/ssd ... advice/legal-advice ，但是这个free legal advice是10月份开学后才开门的。

(2) 去Housing Ombudsman Service投诉她，填下面的表格，这个比较拖拉

(3) 打City Council 的电话投诉 0116 252 7008.

(4) 找律师走法律手段也行，但你这个押金不多不太划算。

建议你先试 (1) 和 (3)，不行(2),(4)

还有她其实违反了Tenancy Deposit Protection Scheme，她没有权力私自把押金放在自己口袋里的

苦于没有证据的，我其实只在那里住了2个周而已。搬进去之前先交了押金，然后她一直拖着不签合同，最后只给了个押金和房租的收据。我估计，她很清楚她在做什么，是我第一次什么都不懂，她看我单纯才租给我的。

我们之间没有合同，只住了2个周，她一直拖着不给合同。然后我理亏，没有给1个月的通知，但原因是实在没办法住了，太难受了。我常常凌晨被烟熏起来，要开窗。她属于冷暴力的施暴者，指责你，但不带脏字儿，威胁你，还很‘温柔’。

有很多房东欺软怕硬，你自己去找她用处不大，得让她知道你懂法还有靠山，不管是City Council还是学校Welfare Service，让他们打电话过去，口气肯定马上软掉。

Well done, apart from sending email, I would suggest posting this letter by 1st class recorded delivery to the City Council, I believe they will look into this and get back to you soon.

收据也是证据，收好，她收了你钱还不给合同就是她不对了

刚看了你说的那个scheme，不幸的是有这么一句：
Who looks after the deposit?

If your landlord lives in the same property as you the landlord will store the deposit until you leave.

If you don’t have a live in landlord your deposit should be protected by a tenancy deposit scheme please read below.

个人推断既然她claim了housing benefit，不出意外应该是租的council house，最好确定下。可以看下她是不是没有经过授权私自 sub-let council house。若人家非善类，咱也不是好惹的，挑茬儿总是能找到把柄

想问一下搂主一个月交了多少房租给她呀？是那个地段的房子？怀疑她更本就是二房东，或住的政府救济房。留学生在外找房子时，不能光图个便宜。人生安全才是最重要的。想开些，大多数的留学生都遇到过不好的房东，室友，中介等。有空时自己找找资料通过法律途径解决，全当联系英文写作或英国社会调查就好了。

现在是一年一度的新生季，作为在莱斯特生活一年的学生，觉得有必要告诉未来的学弟学妹们一些有关租房的事情。
1.能住校就住校，nixon 和opal位置距离学校都很近，而且住过的学生都说其实隔音挺好，不像网传的那样。英国房子都一样，还是宿舍的位置比较安静。宿舍没有住房押金，只有预定金，到了宿舍抵作住宿费。而且宿舍的公共区域有学校工作人员清理。
2.house是那种一栋楼4-6间房，不太推荐，因为打扫很费力，并且house大多距离学校较远，冬天去学校会很辛苦，英国的大风天是很折磨人的。
3.最最关键的！！！不要租印度人开的中介，对，特别是unipad的房子，公司名字是 parmars estate。实力专坑中国留学生，让你交钱签合同的时候各种谄媚，退房的时候不退押金！他们各种无理的借口不退学生们的押金，少则400英镑，高得有1000多英镑。说到押金，他们收费极不合理，但是他们欺负中国学生不会维权，因为语言障碍和即将离开。正规中介的收取范围是每间房子200-300英镑的押金。
4. 即使要租房，学校提供正规的租房中介sulet，就在student uni那栋楼的ground floor，具体位置到了学校一问就知道。或者选择白人开的租房中介，切记！
