国内来的访学，半年，签证是academic visitor ，而且签证上说不能在英国工作，不享受英国福利，我也不从学校领取任何报酬。在学校外面租房，是否还要交counciltax呢。明天就要交上个月的税了。谢谢答复啊

这个很模糊，原则上是要交，但是你可以向council申请看能不能豁免，可以看看

Academic visitors do not qualify as ‘students’ for Council Tax purposes, so you will usually be counted as a resident adult for the bill. However, you may be able to argue that your accommodation in the UK is not your ‘sole or main residence’, especially if you are in the UK for only a few months.

visitor这个很模糊，还取决与住的时间长久，如果只是几个月这样短期的，一般council会允许你不用交的，所以最好的方式是暂不交，先给city council写信说明你的情况，看他们怎么说。

可以直接去New Walk尽头的City council大楼，就直接带上council tax的信，表明你是academic visitor，打算在莱斯特住多久，他们会给你口头的答复的。
