Animal welfare officers had to be called out after horses were caught in floods this weekend.
The animals were in a field near Braunstone Lane East, which was among several which flooded on Saturday following heavy rains.
Shoppers at nearby Fosse Park rang the RSPCA after spotting the animals in distress.
One said: "They looked to be in real difficulty and could not move because the waters were all around them."
Braunstone Lane East was closed and the RSPCA was called to the area.
Fields were flooded to the south of Wigston and the meadows between Aylestone and Braunstone were also badly flooded. A number of roads were also closed this weekend, although most were opened by Sunday afternoon.
Lanes around the River Soar between Leicester and Loughborough, including Cossington, Sileby and Barrow, were closed on Saturday and Sunday.
In Coalville on Saturday morning, Leicestershire County Council shut Mantle Lane, which passes under the railway.
