£14m centre planned on empty building site

The University of Leicester is planning a multi-million pound conversion of a former halls of residence to turn it into a conference centre.

College Hall, a grade II listed building, in Knighton Road, Leicester, has stood empty for the past six years.

Developers had planned to build homes on the site but this proposal fell through due to the economic downturn.

Now, the University of Leicester plans to spend £14 million redeveloping the building into the conference centre, which it hopes will help create links with businesses and industry.

Grant Charman, deputy director of estates at the university, said: "It will bring back to life an important listed building.

"It's an excellent opportunity for us. We've been aware for a long time now that we're being left behind by other universities when it comes to venues for businesses.

"As well as giving the university a greater scope for making contact with local businesses and enhancing the status of the university, it'll also give our students more opportunity for internships and work experience."

The university will submit a planning application to Leicester City Council next week. Letters detailing plans have been sent to residents.

The new proposals include creating about 120 en-suite rooms in the building.

The university said these would be same standard as a four-star hotel.

A 150-seater lecture room is also included in the proposals along with a restaurant, private dining rooms and lounge and bar areas.

The university said it would also take bookings for weddings and celebrations to supplement conference bookings.

If given planning permission by the city council, it hopes to complete the revamp by 2014.

Five blocks within the College Hall site are grade II listed.

They were designed by architect Sir Leslie Martin, who also designed the Royal Festival Hall, in London, and Trevor Dannatt, who designed Jewry Wall museum.

Stuart Bailey, chairman of the Leicester Civic Society, said: "There was some concern about development when an outside developer was involved and wanted to build hundreds of homes on the land.

"The site stands in the centre of a large conservation area and I think the university's proposals are quite reasonable – providing they respect the listed nature of the building."

In 2009, the university had planned to sell the land to developer Square Foot Leicester, who would have turned the site into a residential estate.

However, the company withdrew its application to build 93 flats, 13 townhouses and another four-storey block of flats containing 10 units.
